Hello Snap,
The Monkees' version was indeed the first released version. However, the Rising Sons recorded it earlier and is thus considered as the original version according to the guidelines.
To keep it simple we usually take the first release of a song as the original.
Example: Big Yellow Taxi by Joni Mitchell is an original.
However, if it is known that before the first release it was recorded by another artist one should take the first recording by this other artist as original version.
Example: Although The Shadows released Apache before Bert Weedon, the original is attributed to Bert Weedon because he recorded it first

Snap, do you have some more info on these (release date, record company, year of release....)
Tony Galla's A.S.A.P. was released in 2001 according to AMG, though AMG does not list the credits. Tony Galla's website lists it as 1998. You can listen to a song sample which confirms it is the Goffin/King tune. http://www.tonygalla.com/disc.htm
Chic Lisitano released DROP THE SHOVEL in 2002 according to http://www.chicrocks.com/ . I don't have more information than that, I saw it for sale on eBay and the seller confirmed that it had the track "Take A Giant Step" and that it was by Goffin/King. Probably not enough info to add to the database.
I have the mp3 of Vince Weber (again, I know that's not enough). You can listen to a song sample at http://www.amazon.de/Best-Yet-Vince-Weber/dp/B00000ARIV . Accoring to Amazon, it was released in 1995.
