That seems like a promising project indeed. I hope they will provide additional information and publish the original notes Alan Lomax made.

The problem for SecondHandsongs is that these are recordings intended for the use of scholars only within the confines of the Library of Congress. So they do not fit the definition of public recording as used here. Only a limited number have been released as commercial recordings.
If recordings are then available online for listening only, does this make them now public? Following the policy on V discs and radio transcriptions, the answer is "no".
